BACKGROUND:
On June 22, 1978, then President Ferdinand E. Marcos issued Proclamation No. 1870 “Declaring Third Week of July Every Year as the National Disability Prevention and Rehabilitation Week” under the auspices of the then National Commission Concerning Disabled Persons now the National Council on Disability Affairs (NCDA) and its affiliated organizations. Among its salient provisions, the NCDA is tasked to spearhead the holding of activities involving government and private organizations to highlight the nation’s efforts towards disability prevention and rehabilitation of PWDs leading to their integration into the mainstream of society.
On August 19, 2000, Proclamation No. 361 was issued by then President Joseph E. Estrada amending Proclamation No. 1870 by “Declaring the Third Week of July as the National Disability Prevention and Rehabilitation Week which Shall Culminate on the Birthdate of the Sublime Paralytic: Apolinario Mabini on July 23 Each Year.” This proclamation has given recognition to one of the Filipino heroes, Apolinario Mabini, “whose exemplary and dedicated heroic acts during the Philippine Revolution made him an outstanding icon for persons with disabilities.”
The National Disability Prevention and Rehabilitation Week (NDPR) 2008 for the Municipality of Mabalacat, Pampanga was held on the third week of July with the theme “Kapag May Access, May Success”. We have lined-up different activities for the week from July 14 - 19, 2008, where the PWDs participated. The celebration is spearheaded by the Office of the Mayor and the Municipal Social Welfare and Development Office.
We conducted a motorcade on July 14, 2008 (Monday), at 7:00 A.M. and toured all the major thoroughfares of mabalacat. This is to promote the integration of persons with disabilities (PWDs) in the mainstream of society leading to their empowerment and stimulate public awareness and support on disability issues and concerns.
On Wednesday, July 16, 2008, a fund-raising titled “Bingo Raffle for the PWD Cause” was held at the Brgy. Sta. Ines Covered Court. The said activity enables our Association to raise funds in support of the projects of the group. Both PWD’s and non-PWDs who participated in the affair enjoyed an afternoon of fun in playing bingo games at the same helping out assocviaiton.
As a finale, a free concert was held on July 19, 2008, Saturday, also at the Brgy. Sta. Ines Covered Court, featuring talents from the “Kapampangan Idols”. Various presentation numbers were performed by the guest artists to the delight of the PWDs and non-PWDs in the audience alike.
